after a Network Security Group change on `staging-vnet` at 03:58 UTC.
Service tag `AzureContainerRegistry` was removed from the outbound rule.

Reattached `AzureContainerRegistry` to `outbound-allow-internal` on
`staging-vnet/nsg-payments-api`. Reran stage — green at 04:17 UTC.
